RTRlib: Version 0.3 released

We released a new version of the RTRlib, an open-source C implementation of the RPKI/Router Protocol client.

The new release supports draft-ietf-sidr-rpki-rtr-rfc6810-bis-02, which allows for the maintenance of router keys. Router keys are necessary to implement BGPSEC on routers.
